the new owners do pay taxes on the run down house...they just get their name on the deed of the house for free as long as their business is set up in the city. They and their business are required to bring taxes and jobs into the city for a certain length of time....forget how long....and the neighborhoods are coming back with "fixed up" owner occupied property.
