Traditionally, the super-rich didn't really bother with mortgages. Home loans were for people who carry lunch buckets, not captains of industry.
That changed in the boom years -- and it is still going on. Recent big-time home borrowers include fashion entrepreneurs, hedge-fund titans and baseball-team magnates.
Home loans "are a really good source of cheap capital," says Robert Maguire, a real-estate tycoon who built some of the tallest officer towers in L.A. He has borrowed some $50 million against several properties, including his beach house, which features huge picture windows framing the Pacific near Santa Barbara, Calif.
It’s the new EPA Renovator rule
The rule affects most people who perform maintenance on residential properties, daycares and schools. Contractors performing work on owner occupied homes are also required to comply.
And no, this is not just a painter rule. Property owners, landlords, plumbers,electricians, HVAC, maintenance and handymen all will be affected by the new certification disclosure, documentation and training requirements, too. EPA documentation is at English (PDF)
This morning, the anniversary of the fall of the Berlin Wall, conservatives across the state will gather in half an hour at 7:45 to protest Senator Whitehouse and his support of government controlled healthcare. This protest on this anniversary begins an important week of activity for CR's as many chapters celebrate "Freedom Week". This week-long event will feature various initiatives including Rhode Island's first "No More Che Day" at Providence College. This Freedom Week event highlights the atrocities of Che Guevara and attacks his contemporary pop-culture status.
After a flurry of setbacks a new organization of the CRFRI website is set to launch in the coming days. The new site will include the tools and explanation of the long awaited and finally to be introduced the Campus Liberalism project. This initiative will combine student tactics in the classroom with aggressive media and legal efforts to ensure administrations and professors across the state do not transgress the bounds of acceptable political bias. Incidents have already been reported at Providence College and Rhode Island College and the CRFRI will begin the fight there.
As this initiative aimed squarely at our campuses is released, a partnership aimed at the state of Rhode Island's high schools will launch. The CRFRI is proud to announce the donation of a page of crfri.org to the Teen Age Republicans of RI. Recently at Cranston High School East Julie Martin and Evan Gillissie established the first chapter of Teen Age Republicans in Rhode Island. In order to encourage young people everywhere to stand up for their beliefs the College Republicans are proud to support the Teen Age Republicans whenever possible. We begin this alliance of Rhode Island youth by bringing their message to the internet.
A new faith in the core values of civil rights, small government and a moral society is spreading among young people. More apathetic youths are standing up to oppose the forfeit of the future of this nation and this state at the reckless hands of government spending. Change is coming to Rhode Island and the College Republicans will see it realized.

The final push for Moe Green will come tomorrow, election day. Any CR who can is encouraged to make the trip to Providence to help with election day efforts to support Moe Green, Republican candidate for State Rep in Rhode Island's tenth district. All CR's who are capable are encouraged to attend this important chance to take control of a Democrat seat in the General Assembly.
The special election is being held to replace the late Rep. Thomas Slater. Moe has served as a police officer in the city of Providence for twenty years, eleven of those years as a detective. During his time as a detective he investigated homicides and served undercover in a narcotics investigation.

Westerly, RI: RIVC is pleased to announce our 2nd Meet The Candidates Forum scheduled for November 19, 2009. This event will feature the race for US House of Representatives in Rhode Island's Second Congressional District, the seat currently held by James Langevin. The event will be held in the Westerly Elk's Lodge, 1 Dixon Street, Westerly, RI. Doors open at 6:30pm and the Forum is scheduled to begin at 7:00pm that evening.
The Rhode Island Voter Coalition is a non-partisan alliance of groups and individuals wherein interested voters can vet the candidates who are campaigning for office in next year's election. While making today's announcement Mr. Wright said "RIVC was organized in the wake of the recent Tea Party and 9-12 Movements to coordinate the efforts of newly energized voter groups with those of longer standing good government organizations." He went on to list Rhode Islanders for Immigration Law Enforcement, the Rhode Island Statewide Coalition, Operation Clean Government, We The People of RI, and a number of local Tea Party Coalitions as participants in these events throughout the 2010 political campaign. * The American Medical Association (AMA) was facing a 21 percent cut in physicians' reimbursements under the current law. Obama promised to kill the cut if they backed his bill. The cuts are the fruit of a law requiring annual 5-6 percent reductions in doctor reimbursements for treating Medicare patients. Bravely, each year Congress has rolled the cuts over, suspending them but not repealing them. So each year, the accumulated cuts threaten doctors. By now, they have risen to 21 percent. With this blackmail leverage, Obama compelled the AMA to support his bill...or else!
* The AARP got a financial windfall in return for its support of the healthcare bill. Over the past decade, the AARP has morphed from an advocacy group to an insurance company (through its subsidiary company). It is one of the main suppliers of Medi-gap insurance, a high-cost, privately purchased coverage that picks up where Medicare leaves off. But President Bush-43 passed the Medicare Advantage program, which offered a subsidized, lower-cost alternative to Medi-gap. Under Medicare Advantage, the elderly get all the extra coverage they need plus coordinated, well-managed care, usually by the same physician. So more than 10 million seniors went with Medicare Advantage, cutting into AARP Medi-gap revenues.
Presto! Obama solved their problem. He eliminates subsidies for Medicare Advantage. The elderly will have to pay more for coverage under Medigap, but the AARP -- which supposedly represents them -- will make more money. * The drug industry backed ObamaCare and, in return, got a 10-year limit of $80 billion on cuts in prescription drug costs. (A drop in the bucket of their almost $3 trillion projected cost over the next decade.) They also got administration assurances that it will continue to bar lower-cost Canadian drugs from coming into the U.S. All it had to do was put its formidable advertising budget at the disposal of the administration.
* Insurance companies got access to 40 million potential new customers. But when the Senate Finance Committee lowered the fine that would be imposed on those who don't buy insurance from $3,500 to $1,500, the insurance companies jumped ship and now oppose the bill, albeit for the worst of motives.
The only industry that refused to knuckle under was the medical device makers. They stood for principle and wouldn't go along with Obama's blackmail. So the Senate Finance Committee retaliated by imposing a tax on medical devices such as automated wheelchairs, pacemakers, arterial stents, prosthetic limbs, artificial knees and hips and other necessary accoutrements of healthcare.

Ah, the dangers of giving shout outs without a teleprompter. Crow is not a Medal of Honor recipient. As noted by the Congressional Medal of Honor Society:
The Medal of Honor is the highest award for valor in action against an enemy force which can be bestowed upon an individual serving in the Armed Services of the United States. Generally presented to its recipient by the President of the United States of America in the name of Congress, it is often called the Congressional Medal of Honor.
Crow's name is not included on the Society's Medal of Honor recipient list. He was, however, awarded the Medal of Freedom, the nation's highest civilian honor, in August.
Obama, often described as "cerebral" by the mainstream media, should know the difference between the Medal of Honor and the Medal of Freedom, especially since he personally awarded the latter to Crow.
Don't expect his blunder to receive wide coverage. It's not something he can blame George Bush for.

Furthermore: while only the most wealthy 1% of Americans make to the $1-million net worth mark, in Congress, the top 1% are 5 men, each of whose net worth is OVER $200 Million. That means 1 of every 100 in Congress is worth 1/5 of a BILLION DOLLARS.
Maybe THIS is why Congress is so out of touch with the lives, desires, and need of the typical American. If you want to look for "fat-cats," it seems you'll find much better pickin's in D.C. than on Wall St.
Our government of, by and for the people SHOULD be of, by and for the people. Gov't service should be a privilege and an honor, not a gift of personal power that enables a man to become super-wealthy. We need more "regular Americans" in Congress, and fewer corrupt power-lusters who seek office from the motive of personal aggrandizement.

An army major accused of firing on and killing fellow soldiers in Texas is a US-born Muslim.
The reasons for the shooting are not clear, but Major Nidal Malik Hasan was reported to be unhappy at alleged racial abuse he had received.

Major Hasan was due to be deployed to Afghanistan
Major Nidal Malik Hasan is a career soldier with some 20 years experience, who had trained as a psychiatrist and treated troops returning from combat.
He is also reported to be a devout Muslim, who attended daily prayers at a mosque and was seen on the morning of the shooting wearing traditional Arabic dress as he shopped for groceries.
His relatives said he had become disillusioned with US military operations in Iraq and Afghanistan, and strongly opposed his own imminent deployment to Afghanistan.
He had also long wanted to leave the army after suffering harassment because of his religion, they said.
Whatever the motivation, the tragedy at Fort Hood army base highlights the sensitivities surrounding the issue of American Muslims serving in the US armed forces.
Kamran Memon of the organisation Muslims For a Safe America says the subject splits America's Muslim community down the middle.
"Those at one end of the spectrum say we should have nothing to do with the US armed forces as they are involved in wars with our fellow Muslims abroad," he told the BBC.
"Those at the other end say we should definitely serve and help defend our country against those who wish to attack it.
"There is no easy answer to this. We are trying to encourage American Muslims to learn about these issues and use their critical thinking skills to reach informed conclusions so that we can become greater participants in the debate about national security issues."
Fuelled tensions
Mr Memon says the vast majority of Muslim citizens in America are "able to live peaceful lives", even though they have probably suffered some discrimination, if only a hostile look, since the 11 September 2001 attacks.

He believes that this will also be true of those Muslims who serve in the US armed forces.
However, there have been some high profile incidents in recent years that have fuelled tensions.
At a camp in Kuwait, as his unit prepared to move into Iraq in March 2003, Sergeant Hasan Akbar threw hand grenades and opened fire on a tent full of sleeping soldiers in the early hours of the morning.
He killed two officers and injured 14 other personnel.
His family said he had been suffering religious and racial harassment from other soldiers, although no witnesses were provided at his trial. The prosecution described him as a "hate-filled, ideologically driven murderer".
Also in 2003, a Muslim chaplain at Guantanamo Bay, Captain James Yee, was accused of espionage and kept in solitary confinement for 76 days before all the charges were dropped.
He was given an honourable discharge - but not an apology - from the army a year later. The case outraged Muslim Americans who felt Captain Yee had been singled out because of his religion.
'Sad fact'
It is not clear exactly how many Muslims serve in the 1.4 million-strong US armed forces, as recruits are not required to state their religion.

According to the Pentagon, there are 3,572 Muslims in active service. However, some Muslims in the military say the real number is as high as 20,000.
The US government has made no secret of the fact that it would like to see more people from Arab and Muslim communities joining the armed forces.
More American Muslim troops on the ground in Iraq and Afghanistan has long been seen as a vital part in helping the US in its missions to win hearts and minds in those countries.
"They are a great asset to the army," Lt Col Nathan Banks, army spokesman for the Pentagon, told the BBC.
"When they do deploy they help facilitate a lot of our missions. American Muslims in the army work hand in hand with local Muslims, and we welcome that."
He said the army did not foresee heightened tensions within its ranks as a result of Fort Hood.
"This was an isolated incident. Our hearts go out to everyone affected by this, but the army will stay strong. We have a diverse armed forces, and whatever their religion our troops have a part to play, and they play it very well."
But anti-Muslim sentiment is being felt as a result of the shooting. The Arab-American Institute - which condemned the massacre - said it had received at least one threatening phone call, and expected more.
One soldier at the Texas base admitted the coming days would be tough for his Muslim colleagues.
"They've taken it hard due to the fact that it kind of puts a negative light on them and makes people distrust them," he told the BBC.

At this point the senator tried to repeat the name, but couldn't pronounce it, which most people back then probably couldn't. A couple
of people laughed at the attempt.. Then the senator continued. Why are you so afraid of this man?' the senator asked.

There is no other Nation, in the history of Man, built and maintained on this thought. The Sovereignty of the Individual Citizen, is the true foundation of this republic.
The Sovereign American is still unique. We Americans declared that our individual liberty AND individual power to exercise our personal choices in life are both supreme over any other power, including any level of government or person we put in power.
Our Founding Fathers declared our individual sovereignty at the very birth of America. Maintaining this individual freedom is the duty of each citizen. How well we keep our claim will determine the viability of America as the greatest Nation in the history of Man.
A sovereign citizen must defend his or her own sovereignty by his or her individual actions. We cannot delegate this unique responsibility. We cannot ask others to keep our personal freedom for us. We must each do this for ourselves by gathering with like minded citizens and making our demands clear to our representatives anytime we see a threat. If we fail in this duty, the result can be devastating to our freedom, our liberty to choose for ourselves, and our Nation's ultimate survival.
We have gathered in this movement to declare ourselves. Each of us, one at a time, have made the decision to add our effort to those of the others here. We made this decision as sovereign Americans. We did not wait for a "leader" to tell us what to believe, how to act, or why to fight. Real citizens do not need to be led. In fact, real citizens cannot be led in any direction we have not agreed to tread. We are only compelled by our duty to ourselves and those we love and our God. When we do choose to follow a leader, we do so because they are going our direction and seem able to pick the forks in the road without our help.
This movement is of uncounted millions of separate citizens. The organized groups are very like the community bulletin board in small towns. Tea Party Nation is one growing group and an excellent example. Here we have forums for discussion (led by individual posters), event calendars to announce meetings and gatherings, a chat room for socializing, and moderators to keep us civil. Even the founders of this group remain simply individual members among the 4,000+ citizens. We are each sovereign here too.
We Sovereign Americans fiercely guard our individual rights against anyone's power grab. We see a run away, disconnected, and arrogant Federal Government which has uncloaked a communist agenda to remake America into a land of serfs ruled by an "elite" cabal AND WE REFUSE TO ACCEPT THAT ! They do not recognize the Traditional American citizen, nor do they know our power. The enemy has underestimated the fury of our gathering response and will soon be bewildered by their crushing defeat at our hands. The Spirit of America is the deep determination of Americans to each be sovereign. It is deep within our genes and whether we can spell 'sovereign' or not, WE ARE and we startle the world when we show it.

Nearly100 Rhode Island citizens braved a heavy downpour and fierce winds to gather at the State House Wednesday, October 28, to protest binding arbitration for teacher contracts and perpetual teacher contracts.
Operation Clean Government along with the Rhode Island Statewide Coalition, the East Providence Taxpayers Association, the Rhode Island Tea Party and other concerned citizens united to fight legislation considered to be harmful to all Rhode Island cities and towns and interfering with their school board's ability to fairly negotiate contracts. The legislation is supported by the National Education Association RI (NEARI) and the RI American Federation of Teachers. Research was provided by the Ocean State Policy Research Institute.
The bills in question would require binding arbitration for all financial matters in teacher contracts when there is an impasse in negotiations with school committees and would also require contracts to remain in effect after their expiration date. Current state law mandates that only "non-financial" provisions be subject to binding arbitration.
This legislation arose in the fall of 2008 after the East Providence School Committee, in serious financial debt and unable to come to agreement with teachers through collective bargaining, mediation and arbitration were forced to unilaterally determine teacher salaries and benefit costs that the city could afford. The EP Teachers Association filed a grievance and took the school committee to court. This case still is not resolved.
The coalition of good government groups, facilitated by volunteer Lisa Blais, an expert in school contracts, organized in early summer after the RI Senate, with little debate, passed a bill that would allow teacher contracts to continue indefinitely after they expire, a costly proposition for municipalities. The purpose of the coalition was to halt legislation that not only would put a further burden on RI taxpayers who already pay the fourth highest property taxes in the nation, but that would also strip power from elected school committee members and give it to an outside arbitrator who has no accountability to voters. Legislators were deluged with emails and phone calls plus radio ads exposing binding arbitration by well-organized reform groups.
"This is a huge win for reform groups in Rhode Island," said Sandra Thompson, OCG vice president for policy and oversight, who represented OCG on the coalition committee. "It proves that there is strength in unity and in numbers when going up against a special interest group as powerful as the teacher unions in our state."
The coalition was joined by 36 city and town councils and 24 school committees from around the state who passed resolutions in their communities to oppose binding arbitration and perpetual contracts. This was after NEARI Executive Director Robert Walsh claimed to the Journal and public television's The Lively Experiment, that he had the votes in the General Assembly to pass the legislation.
This will not be the end. As Dan Beardsley, executive director of the Rhode Island League of Cities and Towns, warned in a Journal article, "A bullet's been dodged for the 2009 session, but I'm sure those issues and others are going to come back in the early days of the 2010 session. It's inevitable."
When pressed for an answer on the future of binding arbitration in the House, Majority Leader Gordon Fox, did some dodging with his answer, "We'll keep working on stuff."
Come January 2010, OCG and other good government groups in the coalition will be watching and ready to fight together for fiscal sanity for the taxpayers of Rhode Island.

Treaties are the Supreme Law of the Land, on a par with the Constitution. The Constitution is a contract the Federal Government has with the Citizens. Treaties are contracts it makes with OTHER NATIONS. Our founding fathers never envisioned that there could be an overlap between these two separate areas -- domestic and foreign. They felt it was in the interest of the nation that our country's honesty and reliablity be of the highest caliber and reputation in the world, and that we live up to our word with other nations as well as with our nation's citizens. So. . . treaties were made sacrosanct. Who would ever sign a treaty with our new fledgling nation if they knew a fad opinion of the citizens could override it at any time? So... in order for our nation's promises to be credible if / as/ when our gov't ever signed a treaty, the founding fathers made treaties the highest law of the land, equal to the Constitution itself. The only difference is that they covered different areas: The Constitution governs the Federal Gov't's relationships with citizens, and treaties govern its relationships with foreign governments. Well. . .
The treaty Pres Obama has said he will sign creates a World Government. This will not consist of elected people, but of an ill-defined elite who will decide on their own what they feel like doing, and all the nations signing the treaty will then have agreed to obey their dictates. If this is approved by our government, then this body of a few men, without any democratic authority granted to them by anyone but themselves, will be able to pass laws and rules that our governement will then be obligated to obey. The treaty makes provisions for the ENFORCEMENT of this World Government's dictates.
Once passed, a treaty is virtually impossible to repeal. This one in particular, since it will essentially place in the hands of a few foreign people the power to run the USA as they see fit -- so before we know it, they could simply repeal even the the already-difficult mechanisms we have for withdrawing from a signed treaty.
Fortunately, it requires a 2/3 majority of the Senate to approve the treaty, and while this is not likely it is a possibility. HOWEVER, even if it is not approved by the Senate, THAT MAY NOT MATTER. The Administration's intent appears to be the same as the Law of the Sea treaty that Pres. Clinton signed, but which was never passed by the Senate. Our agencies like the Commerce Dept. simply pass regulations that comply with the treaty even though technically it has never been approved by the Senate and is not binding on the US according to the Constitution and US law. We have a regulatory branch of gov't which has slowly evolved over the decades to the point where it is effectively a 4th branch of gov't without any Consitutiional checks and balances on it. Still further, if the President signs the treaty, as it's virtually certain at the moment that he will, then he and Congress may simply decide that even if the Senate does not approve it, they will just take every separate individual ruling of the World Government and pass it domestically as a separate law. That way, they can effectively force the treaty's provisions on the country with a simple majority vote like all other laws.
The treaty itself is a thinly disguised attempt by other nations to plunder the wealth and success of the US. It's aim is to redistribute the wealth of the western nations to third world and other less-wealthy nations. It's ultimate aim is to equalize the globe's citizens, which would mean a devastating impoverishment of all US citizens via taxes and strictures imposed by the World Gov't.
Should the treaty fail to pass the Senate, which is likely but not guaranteed, and should our gov't then adopt the loophole for forcing the World Gov't's edicts on us anyway, then because that loophole involves the passage of "regular"-type laws, those laws MIGHT be repealable at a later date. However, it is much harder to repeal laws than to pass them, and furthermore, undoubtedly the attempt would be made to pass some laws which will dismantle the usual mechanisms we have available for repeal.
If this happens, it will mean a true, unvarnished, unequivocal, END to our Democratic Republic and our entire form of government. THIS is the "Fundamental Change" our President intended and told us he would give us, without explaining the details. Elections would no longer matter. The people would no longer have ANY VOICE WHATSOEVER in their government. Our lives would be entirely under the control of a foreign dictatorship made up of a few elite foreign rulers whose whims would become our laws AUTOMATICALLY, and leave American citizens with NO RECOURSE but to follow the rules or become criminals.

November 4, 2009 - Yesterday Republican candidates won election in gubernatorial races in New Jersey and Virginia. These victories have sent out a clear and profound message: THE REPUBLICAN PARTY IS FAR FROM OBSOLETE. Many times in the second half of the twentieth century has the liberal media and intellectual elites declared the death of the Republican Party or the Conservative movement, most notably with the election of Jimmy Carter. After the 2008 election with Democrats in control of both houses of Congress and the White House the liberal establishment again declared the Republican Party to be a splintered and geographically isolated party in the south. Yesterday they were conclusively proven wrong.
With election momentum building for the Republican Party and the conservative movement more inflamed than ever with the power of the Tea Party's and a massive growth in College Republican involvement 2010 will mark a massive comeback predicated. Republicans nationally and here in Rhode Island, retaining our core beliefs in small government, civil rights and a moral society, will attract voters who can no longer suffer the fiscal insanity or moral depravity advocated by the Democrats in Washington and in Providence. The CRFRI and I extend special recognition to the College Republicans of New Jersey, Virginia and those from all states who participated in the College Republican National Committee's deployment efforts. These efforts, particularly in New Jersey, certainly contributed substantially to Republican victory and inspire College Republicans everywhere to prepare for a massive political effort in 2010. Rhode Island will be no exception as we orchestrate an unprecedented youth volunteer effort to achieve victories throughout the northeast. I congratulate the Republican candidates, all who were involved in their campaigns and all who share our values on these historic victories.
In what is an interesting phenomenon, apartment vacancies have hit their highest point since 1986 in cities across the country.
According to Reis Inc., a New York real-estate research firm that tracks vacancies and rents in the top 79 U.S. markets, the vacancy rate reached 7.8% this summer, which is normally a strong period for rentals. And, the rate is expected to rise even higher in the fall and winter, when rental demand is weaker, pushing vacancies to the highest levels since Reis started keeping records in 1980.
So, what is causing the increase in vacancies?
One word: unemployment, which is close to 10%–a 26 year high. It seems that the high jobless rate is leading would-be renters to double-up or move in with family or friends. This has really put the squeeze on landlords because unemployment has been higher among workers under 35 years old, who are more likely to rent. As a result, rents across the country have fallen by 2.7%.
The second and third quarters typically are the strongest periods for landlords because they are popular times for people to move. But this year, according to Victor Calanog, director of research for Reis, “vacancies just continued rising.” The third quarter saw vacancies increase in 42 markets, improve in 26 markets and remain unchanged in 11 markets. Omaha, Neb., saw the largest rise in vacancies, with the rate rising 1.1 percentage points to 7.4%. Other significant increases were seen in Memphis, Tennessee; Indianapolis, Indiana; Raleigh, North Carolina; and Tacoma, Washington.
We are looking for volunteers to help our GOP candidate win the special election in Providence's House District 10 next Tuesday (November 10).
* On SATURDAY morning NOVEMBER 7, volunteers will do the 3rd and final District-wide lit drop, and deliver flyers to all 5,000 households in the District. We need volunteers to pass out these flyers to a couple of hundred houses that would be assigned to you.

We are still putting together plans for election day on Tuesday. We know we will need people to be in front of the 4 key polling places, holding up Moe's signs. And there will be last-minute reminder phone calls to favorable voters.
We are hoping to have a motorcade throughout the District on Sunday afternoon. We are looking for someone with a sound system; someone with a truck to put Moe's signs on; and someone with a convertible that Moe can ride in.
On Saturday, once we get everybody out on the lit drop (probably around noon), Moe needs to ring doorbells in some key areas we have not covered yet. We need some "bird-dogs" to ring doorbells ahead of us, to have people ready for Moe, and to leave pre-signed flyers at houses where nobody is home.
Universal coverage that includes a public insurance option is critically important to the almost 47 million uninsured Americans who live day to day without health care coverage. But insurance companies and the ideological opponents of reform are fighting the public option tooth and nail.
A public insurance option will ensure consumer choice and control rising costs — and make it possible for Americans who can't obtain coverage through traditional employer-sponsored plans to find health insurance at a reasonable price.
We must take action now before this defining moment slips through our fingers.
Which is why I am personally asking you to do two things today:
Call your Representative in Congress using the Capitol Switchboard (202-225-3121). Let your Representative know that now is not the time to get cold feet just because a handful of special-interest-backed protesters spread lies and make noise at public forums. You expect real leadership, and the public insurance option must be an element in comprehensive health care reform. Tell him or her to support H.R. 3200 with the public insurance option.
Support the League of Women Voters. We are not just sitting by and watching as opponents of health care reform repeatedly attempt to scare people with lies and disorderly conduct. The League continues to represent the citizenry by standing strong against opponents of health care reform and combating the deliberate misinformation they spread. Everyone deserves the choice of a government administered health insurance plan like Medicare that will compete with private health insurance plans. Our health care is too important to be left only to private insurance companies.
Last fall, voters elected a Congress and President that promised to reform our health care system. Voters made it clear that they want a change in our health care system. We must not let our elected officials forget this, and it requires immediate action from all of us.
I know you are not one to bow to political pressure … or give in to special interests … or shy away from a fight against those whose sole purpose is to scare and confuse your fellow citizens. So please, call your Representative at 202-225-3121, and then make a contribution.
We know that East Providence will be on the frontlines of the Battle for Rhode Island in 2010. Between now and then, we will be waging an unprecedented effort to raise money, to actively recruit and fully back quality candidates for every state and local office. I applaud the White House pay czar’s recent efforts to reign in exorbitant salaries and bonuses for financial executives. While millions of Americans look for work, it is an outrage that these financial institutions, propped up by taxpayer dollars, continue to award their executives excessive compensation. Mr. Feinberg is not backing down on the promise to hold these banks accountable to the taxpayers. We promised the American people oversight and transparency, and it is critical that the pay czar continue to use the tools at his disposal to ensure that financial institutions are held accountable.
Facing the worst economic crisis since the Great Depression, the 111th Congress acted decisively to pass the American Recovery and Reinvestment Act (ARRA). This was a crisis eight years in the making. When the Clinton administration left office in 2001, they left a budget that projected a $5.6 trillion surplus from 2002-2011. Through tax cuts for the wealthiest Americans, two wars, an unfunded Medicare prescription drug program, and lax oversight that led to the collapse of the housing and financial markets, that surplus became a $5.8 trillion deficit.
President Obama inherited an economy that was losing 700,000 jobs each month. It was in that climate that the ARRA was passed and signed into law. Since the bill went into effect, the ARRA has brought us back from the precipice. Over 400,000 Rhode Island working families take home a larger paycheck each month because of the Making Work Pay Tax Credit. Additionally, more than 50 million Social Security and Supplemental Security Insurance (SSI) beneficiaries received a one-time payment of $250.
As part of the unprecedented levels of transparency requested by the Obama administration and Congress, every recipient of ARRA funding was required to submit a report detailing exactly how they used the money that they received and how many jobs they directly created. All of this information has been received, was verified by an independent organization, and was made available on Recovery.gov on October 30, 2009.
I would like to stress the point that the numbers released on October 30th reflect just a portion of the jobs created and saved by the American Recovery and Reinvestment Act. These numbers count only those jobs created directly through the projects and activities that have been awarded ARRA funds. These projects account for only one-third of the Recovery Act (with the other two-thirds including the tax relief and payments previously mentioned), of which about half has been obligated
More importantly, the jobs counted are only those created directly. For example, a transportation construction project may subcontract to a small business owner who hires 14 employees for the project. While these 14 jobs will be counted, it does not account for the local asphalt company who has retained a dozen workers to meet the demand for several ARRA construction projects, or the family-owned restaurant that adds a couple employees each shift to accommodate the construction workers. Taking into account these indirect jobs, the Council of Economic Advisers has determined that the ARRA was responsible for 1 million jobs created or saved by the end of August.
I know that our state has borne an undue burden of the economy’s woes, reflected in our high unemployment rate. I know Rhode Island families struggling to make ends meet will find little solace in the fact that the economic climate would be even worse had Congress failed to pass the Recovery Act. But I believe that the numbers released October 30th on Recovery.gov show that after just eight months and only 18% of the funding spent, we are on the right path to turn around our economy and create real jobs for Americans and Rhode Islanders.

Divorce case involving Williams' ex-driver back in court

PROVIDENCE, R.I. -- The former driver for ex-Supreme Court Chief Justice Frank J. Williams returned to court on Monday to seek payments from her estranged husband to help pay expenses for their 6-year-old daughter.
During a two-hour hearing in Family Court, lawyer Keven A. McKenna peppered Pamela J. DosReis, the driver and deputy sheriff, with pointed questions about her finances and what financial role, if any, Williams has played in her life.
On Monday, McKenna repeatedly made references to Williams, whom he sometimes called "the third party."
In September, Pamela DosReis filed for divorce from her husband, Frank J. DosReis, a state corrections officer, and she obtained a restraining order that barred him from having contact with their daughter. Since then, the order has been modified to allow him visitation with his daughter, while Williams has been banned from having contact with the girl. In 2003, the DosReises named Williams the child's godfather.
Last month, testimony surfaced that Williams paid more than $6,000 in tuition for the girl to attend St. Mary Academy-Bay View in East Providence and he had deposited about $6,000 in a money-market account for her. Williams also had a room in the DosReis home in Johnston, had bought the family a $1,000 TV and had bought Frank DosReis new tires for his truck.
Williams did not dispute the testimony, saying through a spokesman that he was a family friend who cared deeply about the girl's well-being.
Frank DosReis also testified that Williams, who whom he claimed slept at their Johnston home as many as five nights a week, was responsible for the dissolution of his marriage.
In 2008, the DosReis family made a combined income of about $198,000, state records show, but they are saddled with heavy debts including a mortgage of more than $300,000 and credit card debts of $45,000.
At one point on Monday, McKenna asked Pamela DosReis about a $13,381 credit card debt at BJ's Wholesale, the retailing giant. He suggested that she was the sole holder of the credit card, a suggestion that she said was incorrect.
DosReis said that she shared the credit card "with Frank."
"Which Frank?" McKenna shot back.
"My husband Frank," DosReis said.
Frank DosReis, who was seated at the defense table, smiled and lowered his head.
McKenna also pressed Pamela DosReis about various gifts and financial support that Williams had provided for her. She denied that there was any quid pro quo although she admitted that she shopped for him and his wife, Virginia, at BJ's Wholesale in Johnston, and bought him goods such as lemons and coffee. She insisted that she did it on her own time and would travel to Williams's house in Richmond to deliver the groceries and watch television.
"We were friends," she said. "We helped each other."
In response to McKenna's questions, Pamela DosReis said other judges, including retired Supreme Court Chief Justice Joseph R. Weisberger, also had bought her gifts.
McKenna also asked DosReis whether Williams advised her to file for divorce or had anything to do with hiring her divorce lawyer, John D. Lynch. She denied that Williams, who whom her daughter calls "Chiefy," had anything to do with either decision.
At the hearing's close, Lynch asked Chief Judge Jeremiah S. Jeremiah Jr. to consider having Frank DosReis pay his estranged wife's monthly mortgage payments of $2,200 and provide her with $105 -a week in child-support payments.
Jeremiah did not issue a ruling. Instead, he continued the hearing to Wednesday at 11 a.m. In the meantime, the lawyers for the Pamela and Frank DosReis will try to reach an agreement before they return to court.
Long awaited and finally to be introduced the Campus Liberalism project begins. This initiative will combine student tactics in the classroom with aggressive media and legal efforts to ensure administrations and professors across the state do not transgress the bounds of acceptable political bias. Incidents have already been reported at Providence College and Rhode Island College and the CRFRI will begin the fight there.
As this initiative aimed squarely at our campuses is released, a partnership aimed at the state of Rhode Island's high schools will launch. The CRFRI is proud to announce the donation of a page of crfri.org to the Teen Age Republicans of RI. Recently at Cranston High School East Julie Martin and Evan Gillissie established the first chapter of Teen Age Republicans in Rhode Island. In order to encourage young people everywhere to stand up for their beliefs the College Republicans are proud to support the Teen Age Republicans whenever possible. We begin this alliance of Rhode Island youth by bringing their message to the internet.
A new faith in the core values of civil rights, small government and a moral society is spreading among young people. More apathetic youths are standing up to oppose the forfeit of the future of this nation and this state at the reckless hands of government spending. Change is coming to Rhode Island and the College Republicans will see it realized.

In a press conference on Wednesday and through regular advisories from the State Department of Health, Governor Carcieri has emphasized answers to common questions about the H1N1 Flu virus (sometimes referred to as "Swine Flu").
What are Flu Symptoms?

Is there a vaccine?
Yes. The Department of Health is recommending that everyone consider receiving a vaccine against H1N1 for themselves and their children. Getting a "flu shot" is completely voluntary. Children and those at most health risk will receive the vaccine first.
Is there enough vaccine?
Rhode Island is receiving H1N1 vaccine from the federal government and distributing it as quickly as humanly possible. Since the vaccine is coming incrementally, the most vulnerable people will receive it first.
How Do I Get an H1N1 Flu Shot?
School-age children will receive flu shots at their schools. You must sign a consent form for your child to receive a flu shot.

Younger than school-aged children, children with chronic health conditions, and adults can receive flu shots at their doctors'.
Should schools be closed?
Although some schools may close if absenteeism is so high as to make it impractical to hold class, experts are saying that closing schools without the guarantee that children will be isolated at home would present more opportunities to spread the virus. The controlled environment of the schools is safer. Also, the H1N1 virus cannot live outside of the body for more than a few hours and so does not linger in buildings.

Reform organizations and concerned citizens will hold a press conference at the State House at 4 PM today, Wednesday, October 28th, to rebut misleading statements made by leaders of public employee unions at last week's House Labor Committee hearings on binding arbitration in teachers' contracts.
Good government groups, taxpayers associations, and concerned citizens from across the state are holding a press conference on Wednesday, October 28th at 4 PM, at the Smith Street Entrance of the State House to voice their opposition to a bill to submit teachers' contract disputes to binding arbitration currently being considered by the General Assembly.
Representatives from Operation Clean Government, the Rhode Island Statewide Coalition, the Rhode Island Tea Party, and the East Providence Taxpayers Association will speak against the binding arbitration bill. The Ocean State Policy Research Institute will provide data that supports arguments against binding arbitration. The speakers will issue rebuttals of misleading statements made by leaders of Rhode Island public employee unions to our elected representatives at the House Labor Committee hearing on binding arbitration for teachers' contracts on Wednesday, October 21st.
By the time we are done, Senators and Representatives will not be able to plead ignorance of the will of the people. They will know that we understand that binding arbitration is unconstitutional, undermines democracy, will drive up already unaffordable school contract costs, will force illegal deficit spending, will lead to the financial collapse of many Rhode Island cities and towns, and will impose grave hardships on working families and senior citizens living on fixed incomes all across the state.
We would need this for Thursday of this week, and the beginning of next week; all in the early evening (6:00 P.M. to 8:00 P.M.).
We need a location that has at least 5 phone lines. And that can handle cell phone reception (when we have more than 5 volunteers).
We are looking for a location in the metropolitan area (Providence or nearby, down to Warwick/West Warwick, or nearby), where most of the volunteers would come from.

There was Ollie in front of God and country getting the third degree, but what he said was stunning!
He was being drilled by a senator;
'Did you not recently spend close to $60,000 for a home security system?'
Ollie replied,
'Yes, I did, Sir.'
The senator continued, trying to get a laugh out of the audience,
'Isn't that just a little excessive?'
'No, sir,' continued Ollie.
'No? And why not?'
the senator asked.

RI Secretary of State A. Ralph Mollis announced the special election will be taking place on Tuesday, December 29, 2009.
Residents must register by October 24th to vote in the primary.
Resident must be registered by November 28th in order to vote in the general election.
Candidates have to have collected 50 signatures from District 62 voters and brought to the city the voter (signer) lives in by October 27th.

The League of Women Voters believes that Congress must pass strong health care reform legislation that guarantees quality, safe and affordable health care to all U.S. residents, including the choice of a public insurance plan. Our health care is too important to be left only to private insurance companies.

If you recall, last week I talked about the importance of being certain that the information your are given on a Rental Application is correct. Jim Cole from the LandlordAssociation.Org Yahoo Group suggested that an applicant's driver's license or state I.D. should be copied if at all possible. I wrote back to him to confirm that also making a copy of the applicant's actual social security card is a good idea. Especially since people may often try to use another person's identity on a Rental Application. If there is no way to copy the identification, it's a good idea to look over them very carefully when an application is completed. I suggest that when you're talking to them on the phone or by email that you tell them ahead of time to bring their I.D. and social security card with them. I thank Jim Cole for reminding me about this important step.
The second most vital information on a Rental Application is their current address and any past addresses. I encourage you to get addresses for the last 5 years. Why so much address information? Eviction records from the court system are based upon name and address only. Think about it, that's all you list on an eviction notice. This is the only information the court has when they complete an eviction so it's the only identifiers that end up on an Eviction Report.
The question is... Would you deny an application if you saw several evictions filed from the same address against your applicant four years ago? I probably would. It indicates they could be a chronic late payer. I remember a woman telling me once that she thought she might have an eviction filing at an apartment complex she lived in four years earlier. Well she did. Twelve of them to be exact for ever single month she lived there.
So getting as much past address information as you can allows you to properly compare name with address on the Eviction Report against the name and address information on the SSN Trace Report and with the Rental Application. You need a good indicator of rental payment history so this is the first step in finding it.
This brings us to Landlord information. I say get Landlord information for the past five years too. Why? If you see a prior judgment for eviction from a few years ago, you should have the Landlord's name and phone number to call. If the applicant says they can't recall names or phone numbers use your County Clerk of Courts or County Auditor website to look up the Landlord information through the Property Tax Records. You can do this with any addresses that the applicant failed to list too. Don't depend on the applicant 100% to give you correct information. It's too easy for people to simply list a friend's name and phone number as their Landlord. Of course you would get a fantastic reference.
Yes, screening a Rental Application is like being a good detective. You must look at all resources possible to make an informed decision about your applicant's past rental history.

Frank J. Williams, the former chief justice of the Rhode Island Supreme Court, approved the hiring of the teenage cousin of his 6-year-old godchild to work at the court as an administrative assistant for three summers before the girl went to college.
The teenager was paid $10.11 an hour to work at the Supreme Court during the summers after her sophomore, junior and senior years at Cranston High School West in 2006, 2007 and 2008, according to personnel records.
Craig Berke, spokesman for the Rhode Island Judiciary, said that Alyssa Giudici was part of a Supreme Court internship program that used to employ about 20 high school and college students each summer for clerical and filing duties. Interns were all classified as administrative assistants, he said, and made about $3,500 based on a 35-hour work-week.
It was "a word-of-mouth program," he said, and everyone got paid the same amount. "Pretty much the slots were filled on a first-come, first-served basis."
Students filled out an application, and then the chief justice would decide who would be hired, Berke said. The program is now defunct because of state budget cuts.
Williams' spokesman, Michael W. Doyle, of RDW Group, a public relations firm, said that the former chief justice acknowledges recommending Giudici for the internship because she is "an exceptional young woman."
She is now a 19-year-old student and soccer player at the Community College of Rhode Island.
"He stands by it," Doyle said. "It was an appropriate recommendation." He said that Williams called it "common practice" for chief justices to be involved in the hiring of summer interns. "He has also recommended many others whom he considered to be worthy candidates."
Giudici is the niece of Williams' former driver, Deputy Sheriff Pamela DosReis, and the second relative of Mrs. DosReis whom Williams put on the state court payroll while he served as the state's top judge. Williams also hired Patricia Calise, 68, of Johnston, who is the grandmother of his godchild and mother of his former driver as a part-time cleaning woman at the courthouse. Mrs. Calise is still working, with health benefits, at the Licht Judicial Complex.
Giudici began working at the court when she was 16. According to records provided by Anthony Bucci, state personnel administrator, she was employed from June 18 through Aug. 11, 2006, again from June 24 to Aug. 15, 2007 and most recently from June 8 to Aug. 29, 2008. She graduated from Cranston West in 2008.
Berke said that the interns in the program worked in all state courts but that Giudici was always assigned to the Supreme Court, mostly in the court's employee relations' office. He said it was no secret among some court staff that she was DosReis' niece.
When the intern program was downsized in 2008, Giudici was one of just three interns hired, Berke said. In 2006, there were 22 interns in the program and 23 in 2007. Berke said the program had existed since the mid-1970s. He added that it was "not uncommon" for the same students to be hired for multiple years.
Williams' relationship with the DosReis family has been put under the spotlight in recent weeks because his former driver is embroiled in a divorce with her estranged husband, Frank J. DosReis, a longtime corrections officer. Frank DosReis testified in court that Williams' constant presence at his family home in Johnston was largely the cause for the demise of his marriage.
Williams announced on Tuesday that he will no longer continue to hear cases on the Supreme Court as a retired justice because media accounts of the Family Court matter were causing "an unwarranted and unnecessary distraction for the court."
Alyssa Giudici's mother, Joanne Giudici, is the godmother to the DosReises' daughter, who is at the center of a custody/visitation dispute that is part of the divorce proceedings. Williams is the girl's godfather and is currently under a court order, issued by Chief Family Court Judge Jeremiah S. Jeremiah Jr., that bars him from having any contact with his goddaughter.
Berke said yesterday that the current chief justice, Paul A. Suttell, didn't know that the Supreme Court internship program had existed.
